Does USA Hockey really enforce these rules? Minnesota Hockey seems to consider them to be more guidelines than actual rules. If a non-certified, non-rostered dad hops on the bench from time to time, that's OK. If a B team scrimmages a C team, that's probably fine if the B team isn't very good. So if...
