MN Hockey rulebook says: C-F-B = 5+10 (count as 2+10 for Fair Play Points) Boarding = 5 min major. No 10 minute. Game misconduct can be assesed for any penalty. But I get your point. AA teams playing against A teams have the chance to get ugly. So I agree with you, AA teams should play AA teams and A teams play A teams. Yep, the two man system is both cost effective and provides the best coverage of the ice.
