Rochester Tourny's going down hill????

Are Rochester tournaments beginning to be a waste of time for players? The past few years it looks as if they stack on group and have the other pools/brackets weak. For example this year in the Bantam B tournament one pool has Rochester, Princeton, Forest Lake, St. Louis Park. The other pool has Rochester, Wayzata, Woodbury, Roseville. The last pool is Rochester, St. Francis, Prior Lake, Blaine. Just looking at it the middle pool has Wayzata, Woodbury and Roseville currently ranked in the top 20 while Blaine is in it but it is the B2 team. Whats the deal with this?
