Many years ago I was an interim AD, I ended up being on what was at the time called a listening post. We went to schools in our area and heard the public talk about transfers, eligibility, etc. our recommendations plus other states experience led to the current MSHSL transfer rule. The rule Minnesota uses has stood up to court challenges in other states. Florida being the most prevalent, at least at the time.

It is not perfect but is legally sound.
