Probably the wrong forum but all I have to say is, don't do it.
Penalties fall into 3 areas.
1. Hard working accidental
2. Dumb
3. Not worth the risk
Frankly, most I'm seeing are falling into categories 2 and 3. This is totally on the coaches and players. Don't do it. And remember, you can't beat a superior opponent shorthanded so zero penalties is the goal. If I’m the coach and you get a penalty, you sit.

It is definitely going to make for an interesting season. I can understand that coaches need to keep their players in line but i've seen too many calls happen that really shouldn't have been 5 min majors. My next question to you is since you are in District 3...for teams like your Bantam AA...what would be the point of playing district games when you have no district playoffs and the only two AA teams in your district automatically advance to regions? You could "potentially" have some of your players suspended for the season depending on how many penalties they get and not even have a chance to finish season. I think this new rule is going to be a disaster. With the refs calling a 5 min penalty every game there will be kids missing all sorts of games and head coaches missing all sorts of games as well.
Come playoffs when all teams and players are at their highest totals and the intensity level is at the highest are we going to be having a championship game with no head coaches? Missing kids? because the refs are calling 5 min penalties every single game.
I was at the D3 meeting last night and heard them talk about the rule, the speaker said "we don't have enough info form last year" (so this is why they are doing it again this year) great so then why the heck are you now putting in another rule with all sorts of suspensions and you don't have enough information from last year.
All I have to say is way to go MN hockey and District Directors, you really gave this some thought. Maybe you should go have another Beer before you come up with these policies.
