To a degree, this already exists as the DD can assign teams to the appropriate level.
The local assn. can register their team where they want but that designation can be changed by the DD.
But the issue is more during tryouts. Does Edina say, draft for 1 PWAA, 2 PWA teams and 3 B1 teams or 1 PWAA, 1 A and 4 B1 teams? It's not so much that they should move up a B1 team as to move the top 3 kids from each B1 to a new A team. Or similar at B1 vs B2 and B2 vs C, etc. Hard to do it equitably after the teams are set.
