Lakeville Hockey Board Questions
Moderators: Mitch Hawker, east hockey, karl(east)
The outlook wasn't brilliant for the Mudville nine that day;
The score stood four to two, with but one inning more to play,
And then when Cooney died at first, and Barrows did the same,
A pall-like silence fell upon the patrons of the game.
A straggling few got up to go in deep despair. The rest
Clung to that hope which springs eternal in the human breast;
They thought, "If only Casey could but get a whack at that —
We'd put up even money now, with Casey at the bat."
But Flynn preceded Casey, as did also Jimmy Blake,
And the former was a hoodoo, while the latter was a cake;
So upon that stricken multitude grim melancholy sat;
For there seemed but little chance of Casey getting to the bat.
But Flynn let drive a single, to the wonderment of all,
And Blake, the much despised, tore the cover off the ball;
And when the dust had lifted, and men saw what had occurred,
There was Jimmy safe at second and Flynn a-hugging third.
Then from five thousand throats and more there rose a lusty yell;
It rumbled through the valley, it rattled in the dell;
It pounded on the mountain and recoiled upon the flat,
For Casey, mighty Casey, was advancing to the bat.
There was ease in Casey's manner as he stepped into his place;
There was pride in Casey's bearing and a smile lit Casey's face.
And when, responding to the cheers, he lightly doffed his hat,
No stranger in the crowd could doubt 'twas Casey at the bat.
Ten thousand eyes were on him as he rubbed his hands with dirt.
Five thousand tongues applauded when he wiped them on his shirt.
Then while the writhing pitcher ground the ball into his hip,
Defiance flashed in Casey's eye, a sneer curled Casey's lip.
And now the leather-covered sphere came hurtling through the air,
And Casey stood a-watching it in haughty grandeur there.
Close by the sturdy batsman the ball unheeded sped —
"That ain't my style," said Casey. "Strike one!" the umpire said.
From the benches, black with people, there went up a muffled roar,
Like the beating of the storm-waves on a stern and distant shore;
"Kill him! Kill the umpire!" shouted some one on the stand;
And it's likely they'd have killed him had not Casey raised his hand.
With a smile of Christian charity great Casey's visage shone;
He stilled the rising tumult; he bade the game go on;
He signaled to the pitcher, and once more the dun sphere flew;
But Casey still ignored it, and the umpire said "Strike two!"
"Fraud!" cried the maddened thousands, and echo answered "Fraud!"
But one scornful look from Casey and the audience was awed.
They saw his face grow stern and cold, they saw his muscles strain,
And they knew that Casey wouldn't let that ball go by again.
The sneer has fled from Casey's lip, the teeth are clenched in hate;
He pounds with cruel violence his bat upon the plate.
And now the pitcher holds the ball, and now he lets it go,
And now the air is shattered by the force of Casey's blow.
Oh, somewhere in this favored land the sun is shining bright,
The band is playing somewhere, and somewhere hearts are light,
And somewhere men are laughing, and little children shout;
But there is no joy in Mudville — mighty Casey has struck out.

here's the updated version based on this thread ...
The outlook wasn't brilliant for the Lakeville Board that day;
When Ruki grabbed the gavel, he had some cards to play,
He first removed Past President, and Prez Elect the same,
A pall-like silence fell upon the patrons of the game.
A straggling few got up to go in deep despair. The rest
Clung to that hope which springs eternal in the human breast;
They thought, "If only Maristar could but get a whack at that —
We'd put up even money now, call Perry, pass the hat."
But Ruki was a step ahead, and he replaced Todd Perry,
Replaced him with a trusted friend, Mark Olsen, hand picked cherry;
So upon that stricken multitude grim melancholy sat;
For there seemed but little chance that Maristar would bat.
Next he looked to mute the board, to the wonderment of all,
As Ruki, the much despised, tore the radio off the wall;
And when the dust had lifted, and men saw what had occurred,
The volume had been turned to mute - no audio - that damn terd
There was ease in Ruki's manner as he leaned back in his chair;
Chasing Lakeville's money like the torteous chased the hare
They said he offered to his buddy Barger 35 large,
There was no doubt left in Lakeville that Ruki was in charge.
Then from five thousand throats and more there rose a lusty yell;
It rumbled through the valley, it rattled in the dell;
It pounded on the mountain and rallied quite a quorum,
For Maristar, mighty Maristar, revealed it all here on the forum.
Ten thousand eyes were on him as he detailed all the dirt.
Five thousand tongues applauded at the replys short and curt
Writhing Ruki croanies said to bring it to the board
Defiance flashed in Maristar, "what? 2 minutes? O dear Lord"
And now the insults on the forum came hurtling through the air,
And Maristar stood a-watching it in haughty grandeur there.
Close by the sturdy poster insults unheeded sped —
"I travel lots," said Maristar. "Strike one!" LHA said.
From the forum, black with people, went up a muffled roar,
Like the beating of the storm-waves on a stern and distant shore;
"Replace the Board!" shouted Huge Hook on the stand;
And it's likely they'd done so had Maristar not raised his hand.
With a smile of Christian charity great Maristar's visage shone;
He stilled the rising tumult; he bade the game go on;
He signaled to the Lakeville Board, and again the invite flew;
But Maristar still ignored it, and Lakeville said "Strike two!"

And they knew that Maristar wouldn't let this stand again.
The sneer has fled from Maristar's lip, the teeth are clenched and seized;
He pounds with cruel violence his fingers upon the keys.
Lakeville sets the meeting date, and let's everyone know,
But will the Board be shattered by the force of Maristar's blow.

The Gambling Manager has to go through training, be licensed and bonded. LHA could lose their gambling license outright.goldy313 wrote:If LHA uses "Robert's Rules" good luck getting any answers. They provide an easy route to avoid any discussion the board does not want to engage in.
While nearly all the original questions are legitimate they really don't seem all that out of whack as to what goes on in many boards including mine. What concerns me is the gambling; that's a very tough job that requires a lot of knowledge and book keeping. Screwing that up could cost LHA thousands of dollars in fines and losing their license. That's the one job that is usually done by an experianced person and not one taken lightly. Why they would change is really strange.
Also agree about Robert's Rules. Unless the board wants to discuss your question or concern, just showing up at a board meeting will get you no satisfaction.
Also agree that this kind of stuff happens all over the state (e.g. if you don't file a 1099 when you pay your buddy, you're not doing him a favor, you're putting the organization's charter in danger). I feel bad for the good people that are currently or have previously held positions, because so many of us are familiar with the nastiness.

Rules
As a member with multiple kids in the program i have attended many parent meetings and a couple board meetings. They do not use Roberts Rules of Order. The parent meetings have always been an informative meeting with a question and answer session for parents to ask the board question about the season or why things are done the way they are this is not allowed at the board meetings so its a good time to ask questions. It will be interesting tonight to see how the board responds. If they refuse to answer any of these questions you know that there is something wrong and the members should demand answers. If there is nothing to hide the board will freely answers questions as in the past.goldy313 wrote:If LHA uses "Robert's Rules" good luck getting any answers. Frankly, if enough Lakeville members show up at the meeting and demand a forum, Robert's Rules will go out the window. If the Lakeville president has an ounce of brains in his head, he will not attempt to impede the discussion. If the members want to be heard and voice their concerns, the Board should have the courage to allow people to voice their concerns and criticisms. This is the time for the Board to put their own egos on the shelf and remind themselves to stay calm and professional regardless of the comments that will be made by the members. It might be helpful if the Board brought in a professional facilitator to run the meeting, although I doubt that will happen. I, for one, would not take the two minute rule seriously. I would make sure I had enough people in the audience who supported me and who would either stand up to the Board or tell the Board that I can have their two minutes. Prepare your comments ahead of time. Think through the possible reactions and be ready with a succinct reply. Also remember, although it might feel good to get in a couple of personal attacks at the time you're making the attacks, you'll likely regret losing your composure after the meeting. Stay cool, stay calm and come to the meeting prepared, which means bring your support network with you. Good luck, Lakeville members.

A shouting match will result in zero gain for anyone. I have been a part of a number of boards both political and youth sports. Many state that they use Roberts Rules, few have copies of the rules or understand them fully. Go to barnes and noble and get the book or cheat sheet. You will be surprised how easily the rules can be used to keep a meeting productive and when a board member starts saying that they cant because of Roberts, it will be extremely effective to have the only rule book in the room.
I hope that for the lakeville kids sake calm heads and good choices prevail. To many good people and good kids down there for anything short of that.
Good Luck, tonight!

Robert's Rules of Order - Summary Version
For Fair and Orderly Meetings & Conventions
Provides common rules and procedures for deliberation and debate in order to place the whole membership on the same footing and speaking the same language. The conduct of ALL business is controlled by the general will of the whole membership - the right of the deliberate majority to decide. Complementary is the right of at least a strong minority to require the majority to be deliberate - to act according to its considered judgment AFTER a full and fair "working through" of the issues involved. Robert's Rules provides for constructive and democratic meetings, to help, not hinder, the business of the assembly. Under no circumstances should "undue strictness" be allowed to intimidate members or limit full participation.
The fundamental right of deliberative assemblies require all questions to be thoroughly discussed before taking action!
The assembly rules - they have the final say on everything!
Silence means consent!
* Obtain the floor (the right to speak) by being the first to stand when the person speaking has finished; state Mr./Madam Chairman. Raising your hand means nothing, and standing while another has the floor is out of order! Must be recognized by the Chair before speaking!
* Debate can not begin until the Chair has stated the motion or resolution and asked "are you ready for the question?" If no one rises, the chair calls for the vote!
* Before the motion is stated by the Chair (the question) members may suggest modification of the motion; the mover can modify as he pleases, or even withdraw the motion without consent of the seconder; if mover modifies, the seconder can withdraw the second.
* The "immediately pending question" is the last question stated by the Chair! Motion/Resolution - Amendment - Motion to Postpone
* The member moving the "immediately pending question" is entitled to preference to the floor!
* No member can speak twice to the same issue until everyone else wishing to speak has spoken to it once!
* All remarks must be directed to the Chair. Remarks must be courteous in language and deportment - avoid all personalities, never allude to others by name or to motives!
* The agenda and all committee reports are merely recommendations! When presented to the assembly and the question is stated, debate begins and changes occur!
The Rules
* Point of Privilege: Pertains to noise, personal comfort, etc. - may interrupt only if necessary!
* Parliamentary Inquiry: Inquire as to the correct motion - to accomplish a desired result, or raise a point of order
* Point of Information: Generally applies to information desired from the speaker: "I should like to ask the (speaker) a question."
* Orders of the Day (Agenda): A call to adhere to the agenda (a deviation from the agenda requires Suspending the Rules)
* Point of Order: Infraction of the rules, or improper decorum in speaking. Must be raised immediately after the error is made
* Main Motion: Brings new business (the next item on the agenda) before the assembly
* Divide the Question: Divides a motion into two or more separate motions (must be able to stand on their own)
* Consider by Paragraph: Adoption of paper is held until all paragraphs are debated and amended and entire paper is satisfactory; after all paragraphs are considered, the entire paper is then open to amendment, and paragraphs may be further amended. Any Preamble can not be considered until debate on the body of the paper has ceased.
* Amend: Inserting or striking out words or paragraphs, or substituting whole paragraphs or resolutions
* Withdraw/Modify Motion: Applies only after question is stated; mover can accept an amendment without obtaining the floor
* Commit /Refer/Recommit to Committee: State the committee to receive the question or resolution; if no committee exists include size of committee desired and method of selecting the members (election or appointment).
* Extend Debate: Applies only to the immediately pending question; extends until a certain time or for a certain period of time
* Limit Debate: Closing debate at a certain time, or limiting to a certain period of time
* Postpone to a Certain Time: State the time the motion or agenda item will be resumed
* Object to Consideration: Objection must be stated before discussion or another motion is stated
* Lay on the Table: Temporarily suspends further consideration/action on pending question; may be made after motion to close debate has carried or is pending
* Take from the Table: Resumes consideration of item previously "laid on the table" - state the motion to take from the table
* Reconsider: Can be made only by one on the prevailing side who has changed position or view
* Postpone Indefinitely: Kills the question/resolution for this session - exception: the motion to reconsider can be made this session
* Previous Question: Closes debate if successful - may be moved to "Close Debate" if preferred
* Informal Consideration: Move that the assembly go into "Committee of the Whole" - informal debate as if in committee; this committee may limit number or length of speeches or close debate by other means by a 2/3 vote. All votes, however, are formal.
* Appeal Decision of the Chair: Appeal for the assembly to decide - must be made before other business is resumed; NOT debatable if relates to decorum, violation of rules or order of business
* Suspend the Rules: Allows a violation of the assembly's own rules (except Constitution); the object of the suspension must be specified

Interesting thought on this. However, the LHA Pres does not know how to do this. If anyone questions anything that he has done or he disagrees with, he rolls his eyes, makes faces and gestures at them. Anything that was put in place before he was president, that he did not agree with, has now been changed. How does he do this you ask? First, he surrounds himself with a new board, some of his friends. Second, he does all sorts of behind the scenes work before he brings it to the attention of the board members. Third, he presents it at the meeting. If anyone disagrees with him or questions him, he has a tantrum and yells and screams that he put all this work into this already, and he expects it to be passed. He bullys people until they agree. The rest of the board is now scared to voice their opinion, so they all agree and it is passed. This is what he did with the Gambling position. He had the new guy all ready and put into place before he fired Todd. He then told the board they had to vote Todd out. Same for paying his buddy Barger "way too much money" for what he is doing in the assoc. If anyone voices any opinions at the parent meeting tonight, I lay odds that Rucki will take the 5th and say that "someone on the board will get back to you". Which means, no one will. End of story.
Interesting thought on this. However, the LHA Pres does not know how to do this. People get a grip - all that's posted on here is innuendo. Get involved, attend meetings (two hours a month - you manage to make it to the rink during the season), ASK a board member instead of skewering them on this site.
Here are some facts:
Pod Cast - waste of money and time - how many people will listen to a 2-3 hour recording? When the board meetings are so full there is standing room only, bring it back!
Gus Barger - goggle him - do your own research. I miss where anyone posted that he was voted coach of the year for MSHSL about 6-8 years ago. Just like ALL volunteers in the LHA who work with kids, he was required to submit to a background check and passed. He has moved around but has never been fired - how many coaches haven't? Check out all the coaching jobs available at the two high schools in Lakeville: http://pergo.outtech.com/hr/viewposting ... gtype=open - at least two of these positions are vacant because the past coach didn't get their contract renewed. Go to the State of MN web site and enter his name under license verifications - again - he still has a teaching license with no violations.
I give LHA credit for an innovate approach to development. They hire an outside person to run tryouts, get all the coaches on the same page, align with the high school programs, and runs clinics in the summer and fall. The goal was to have him paid out of fundraisers that are earmarked for "development" not from the general fund. This guy ran clinics last year before school, during the summer and now before tryouts. How many of you signed your kids up? If you did, you contributed to his pay. How many played in the LHA golf tournament? You helped to pay him. Attended the parent social last November? You helped to pay him. Sounds like he may have raised enough money for his "salary" already. Coincidentially, Gus is NOT a voting member of the board - anyone with a paid position is not allowed to vote. Hence it is an oxymoron to call him a "Paid volunteer" - there is no such thing!
Ask the last board how much was spent on development last year? Zero, zip, nada! But at least we saved from the $84K that was spent two years ago. It was all pushed to the team level so if you had a nut-job coach you were going to the THC, Acceleration MN, Etc. and skating seven days a week and paying a lot of money. If you had a coach with perspective you had a nice balance, if you had a coach who didn't care, you got nothing extra. Keep in mind that not paying at the association level didn't mean that you didn't pay at the team level. So, in my mind paying someone $35K to organize our whole association is still about 41% of what was spent two years ago - we still come out ahead. Going to the THC is a smart thing to do - it's in our back yard. Would it be smarter to go to Acceleration in Apple Valley and give them our money? LHA members should be thrilled we have this about one mile from our rink! The one board member who is involved with THC refrained from voting on this.
Treasurer position - LHA sent out a few emails looking for someone to fill this position and no one had any interest in keeping financial records for an associaiton with over 1000 kids, a gambling operation and fundraising activities to boot. Keep these figures in mind if you want the job:
1000 kids x $100 fundraising = $100,000
500 traveling kids x $1500 season average expenses = $750,000
Gambling revenue - 4-5 locations x hundreds of thousands of dollars = ??
$1000 x $300 (est.) registration fees = $300,000
Concession stand revenue
Tax filing
Reporting to the state
This person is in charge of millions of dollars and that's what I do know - I am sure there is more to this job. If LHA doesn't want to pay someone, hire an accounting firm and see the $8000 seem like a drop in the bucket.
Other paid employees - ice director (although we now do an ice draft so wouldn't this be a better position for a volunteer if you want to save money?), bookeeper, gambling manager.
Gambling Manager - Todd Perry sent his rant on here and I give him credit for signing his name but perhaps he should look inward about why he is no longer the gambling manager. TP and the past president were sent a 16-page letter of violations last AUGUST - 13 months ago so the question is WHY was he allowed to stay on this long. Rucki shared that with the executive board back in June/July and you can imagine why it was not posted in the minutes. TP was given a LOT of opportunities for redemption, the least of which was a request to clean out our gambling office - a requirement by the State of MN to have one. 18 months worth of old games, new and unopened games, receipts, etc. were piled in there - the new Hoarders show on TLC could have showcased it and all of that stuff should be inventoried, boxed up, labeled and put in a seperate storage space per gambling rules for the state. Ask for pictures if you don't believe it - there are some floating out there OR ask the 10-12 people who spent 8 hours of time on a recent Saturday cleaning it up. Go to Ole Piper and ask the owner about his relationship with TP and LHA. Ask the gambling employees that LHA has at Ole Piper, the Red Fox, Champions, etc. about getting paid late, ask about LHA possibly having to pay fines for said infractions (or losing their license!!) and going before the State Gambling review board. Nothing would be on the State site that TP mentions because it hasn't gone that far and LHA is working (or I should say they are backtracking through old stuff!) with the state to correct the improper handlings. There is nothing that indicates it's a money problem or embezzlement and that has never been brought up.
Mark Olson was hired because he'd done gambling in the past, works at a bank and understand cash control procedures. The State of MN wouldn't have recommended removing someone - that's not their place - but they would have given remedies to fix what was wrong.
Later tryouts have to do with the JPA - Joint Powers Agreement - whereby we are required by the City of Lakeville to fulfill a certain number of hours over the course of the season. That number won't go down. Starting later may be tough for the "A" teams but ask the high school coaches how long they have before their first game? Two weeks maybe. Keep in mind that starting early also meant that the B2 and C teams had a season that was three weeks longer than the A team that started at the same time. This is more fair to all the kids. Also keep in mind that you have paid to register, the cost of ice, etc. will come from your team budget and you vote on that so if your cost is more this year look at how your team can save money.
Roberts Rules of Order? Come on, I've been on many boards and used these. Guess what, tonight is an informational meeting for traveling parents, it is NOT a board meeting. There can be no voting tonight. You are welcome to ask questions but you won't be setting any policy tonight. Go to the next board meeting. If you do the "Speak Out To The Board" portion you get two minutes. If you email the secretary at lakevillesecretary@lakeville.org she can put you on the agenda if you want more time but you need to provide your materials a few days before the meeting. Guess what, this is what all associations do. You can't just show up at meetings, take it over and rant and rave about what you don't like. It's called decorum and I hope people exhibit it tonight.
Rucki - say what you want about the guy but everything he's done has been by a vote of the board, nothing rogue about that. He has 4-5 kids in our association and I give him credit for looking out for ALL of the kids in our association. The last two presidents were egocentric - hell, one of stated that his kid was the best squirt/pee wee in the city - really? It's a breath of fresh air to know that tryouts will be open, LHA has an ALL play policy (that promotes HOCKEY DEVELOPMENT and not just the best kids on a team), we are doing our own clinics in Lakeville vs. giving other towns our money, we are on track to have total accountability at tryouts - read: no insiders, and he is not afraid to stand up to people and tell them that. USA! USA! USA! - nice poetry - too bad you are too chicken to sign your name while bashing Rucki. Go back to middle school and pass around some notes too! I dare you to identify yourself tonight.
Come to the meeting tonight - a lot of RATIONAL people like me will also be there. People who have taken the time to go to meetings, read the web site and talk to the appropriate person for answers. LHA has nothing to hide and this new transparency is refreshing.

Past President, gone! Power of Money Ruki gained power of signature on LHA bank accounts neither past Presidents, Monahan or Shaw had that authority.
Push back Season Ruki did not want tryouts to conflict with football season, boom changed! see April 2010 meeting notes.
Get Barger "paid" took a volunteer position, Development Administrator, and created a salary position for his buddy and neighbor.
Get Tresurer "Paid" Need more people in your inner circle.
Gambling director out Power play through lies to the Board. Buddy brought in!
Doesnt like tryout process Changed, Tryouts now open, Rosters determined by HDC, "A" coaches no say in roster. This is a policy change, policy changes are made at the annual meeting no such motions made at that time!
The membership should demand his resignation immediatley tonight.SK8GR8 wrote: I lay odds that Rucki will take the 5th and say that "someone on the board will get back to you". Which means, no one will. End of story.

I think this paragraph says everything about why many people are dissatisfied with associations that give you two minutes to speak out to the board. How arrogant can you get ??Roberts Rules of Order?
