I think there's a pretty clear top tier. After that you'd have Wayzata, Blaine, Burnsville, and a mess of 7AA teams (Elk River, Andover, East, Grand Rapids).

Cloquet was 21 (top line was all underclass this year), Andover 17 (but if their tender comes back they are going to be a threat on any night), and Elk River was a bit further down but their Soph class finished 6th in these rankings.
I would say Karl is probably spot on with his assessment. I might add Roseau to the 2nd tier as they seem to have a good mix of players from these two groups (2-50 point sophs and top 4 scrorers return)
If I remember correctly Woodbury won the Bantam A State Tourney and lost to East in the VFW Championship 8-1.
