I would back up one step. It should start at home. Before purchasing equipment the player/family should make sure meets league requirements.pioneers wrote:I would think that it should start with the coach. They should make sure that their players are using approved equipment before they hit the ice. Especially something as important as a goalie mask.
From there I think the coach has responsibility to make sure his players are using equipment that meets league requirements.
Finally, if it slips though those cracks, the Refs should call infractions for improper equipment.

Generally a coach has to allege illegal equipment. The ref then measures as needed, and if illegal, the penalty is assessed. However, if the equipment is legal, the alleging team gets a minor for delay. That is per the USA hockey rules.
However, high school is covered by a different set of rules, you should make sure the HS rules ban that type of cage. As an example, when USA Hockey changed the leg pad and glove dimensions, HS rules allowed the old measurements for an additional 2 years.
