What makes a great association?

Some associations are always dominant and others are not.
It can't simply be about numbers as some smaller associations still thrive and others with big numbers are not.
Which are the best?
Recruiting? (as in getting kids in the city to come out for hockey) I once heard WBL did a great job at this. Not sure if that is still true or not.
Reputation? Everyone plays hockey in Edina
Leadership?
Philosophy?
Coaches?
Do some associations win more but not crank out D1 talent? Others win less but do crank out D1 talent? If so, why?
