Two Backup Goaltenders?

Two Backup Goaltenders?
After watching the first rounds of the Class A and AA, I noticed several teams have 2 backup goaltenders. Anyone know why some teams dress not one but two backups? Just wondering!

NCAA - 21 players max on the bench, if 3 goalies dress
The HS teams dressing 3 goalies are not dressing 4 full lines. Maybe a tournament roster concern???
There can be a couple of reasons:
1) The 3rd goalie is usually younger and played JV. He might be better than the varsity backup and was playiing JV to get experience. He gets pulled up as the true backup goalie for the state tournament. This situation happens when you have a varsity backup goalie that only played one or two games during the year.
2) The other option is to plan for the future. The other two goalies are both seniors and the 3rd goalie played JV. The team has a good shot at being back to the state tournament next year, so give your 3rd goalie the experience of being at the big event because next year, the team might be back and he is your starting goalie.
