Embellishment and Diving are two different penalties. Embellishment is making the penalty look worse that it actually was. Diving is trying to make a penalty out of nothing.

So what do you call it when a official thinks he saw an infraction?
As an example, you can have have a tripping and an embellishment call on the same play. Player gets tripped, but then exaggerates (or embellishes) his fall.
If the player actually dives with no infraction occurring, then only the dive should be called.
The issue is too many arena PA people don't understand the difference or the official making the call doesn't do an adequate job explaining the calls to them. The announcer announces a diving penalty when it actually should have been an embellishment penalty.

I don't care if the kid flops around like a burbot when he hits the ice, the penalty is for tripping. Embellishment is a cop out. I get diving, but if someone is truly tripped, high sticked, whatever, embellishment should never come into play. It is a terrible penalty for a chicken official to call.

I am not sure of the announcement at the game Green and White Fan is talking about. A game I was at once, it was a case where the announcer just announced unsportsmanlike conduct, which both embellishment and diving are. Probably should have been announced as "unsportsmanlike conduct, embellishment." Too many armchair refs in the stands assumed it was for diving, at least from the comments being shouted.

So now it is a public address announcer that is told Unsportsmanlike Conduct (601(a) in USA Hockey Rule Book, I imagine comparable rules are in NFHS and other levels) and you want them to decide what the call should have been?
I don't think Embellishment is in the USA Hockey Rule Book for Youth. Your expectation is that a PA announcer is hired that works many levels and understands the rules well enough to override an official working the game. I disagree strongly. I know Embellishment is in the NHL book and from an earlier Gopher game this season it must be in NCAA. Beyond that? No idea.
I do more PxP than PA, but in both cases am working so many levels that it is way beyond my desire to learn all the differences between USA Hockey Youth, USA Hockey Junior, NFHS, NCAA, IIHF, USPHL (AAU?) and whatever else I see.
For me all I expect the PA guy to do is read off the information the official provided. That's what goes on the game sheet.
