best coach of the least talent pool

Which coach do you think gets the most of his team, year after year, especially in years where their is not a lot of talent to draw on?

I wasn't aware that they played hockey up north, let alone, good hockey. I notified Lech who notified the school administration who will now send their scout team up there. We realize the talent there is still raw, but we feel like with the right coaching, we could make something of it.
