what is the rule on when colleges can start talking to high school players about verbal commitments??

Isnt it junior year?...I think its the same for every high school sport....

not positive but i think it is as so:
a player can contact a coach anytime, a coach is limited as to how many times they can talk to the player. july after junior year is open game.
