State seedings

I'm new to the forum, so I didn't scroll down to far to check. Sorry if it had been posted already, but when do the state seedings get announced? Also, is this the first year that they went with a 5th seed? Why don't they just seed everyone if they already do 1-5?

2. Yes.
3. Because they need the contrivance of a "blind" draw to avoid certain first round matchups (e.g. two teams from same conference, 7AA vs 8AA).

Maybe it is a blind draw. We have 7AA vs 8AA and Hermantown vs Duluth Marshall.
