What is the transfer rules for out of state players with out the parents moving to the new school district? I remember there was some controversy a few years back when Duluth East picked up Podge Turnbull from Wisconsin and Colin Trachsel from St. Louis. What are the rules these days?

The rules have changed since the Turnbull/Trachsel incident. (Was that really 9 years ago? Wow, I'm getting old.) At the time, out of state transfers (and only out of state transfers) who didn't move had to sit out a half season. The East activities department erroneously assumed they were treated the same way as in-state transfers, and at the time, in-state players who transferred didn't have to sit out.
Now, I believe that the one-year restriction applies equally to transfers both within the state or from outside the state. Unless your parent/guardian's address changes, you have to sit out.

They must make exceptions for private schools. Certainly, the Achiever Academy brings in out-state players that billet here while their families stay in a different State (or country) and they don't sit out a year. At least they didn't last year

I doubt the MSHSL makes any exceptions for private schools. If an out-of-state player comes to Minnesota and enrolls at a public school while his parents stay behind, I don't think he would be treated any differently.

You may be right. As far as out of state kids that moved to Minnesota without their parents to attend public high school and played hockey, nothing really comes to mind.
Achiever Academy last year, however, had a handful of kids or more come to Minnesota from out of State to billet for the school year without their parents and had no trouble playing high school hockey.
Perhaps the rule of sitting a year doesn't exist anymore.

Or it just applies to kids moving from one Minnesota high school to another.

I'm guessing there were no bureaucratic issues with the billet players at Achiever because they were an entirely new program last year. Technically, every non-freshman on their roster last season was a transfer. Hard to field a team if you don't allow them all to participate.
If the players were freshmen or 8th graders (and I know they had a very young team last year), that also wouldn't have mattered. They're allowed to move without losing eligibility.

Out if state transfers are interesting, Apple Valley wrestling has used them in the past, in fact Mark Hall, a multiple state champ, wrestled at Apple Valley, played football in Michigan, wrestled at Apple Valley, played football in Michigan, wrestled at Apple Valley, and I've lost track this football season of where exactly he physically is at.
Apple Valley wrestling singularly has led to at least two MSHSL rule changes; transfers can't live with coaches and you only have 6 years of NFHS eligibility.

there are loopholes as foreign exchange students are cleared for immediate participation.
not sure how or if that applies to out of state transfers.
teams need to expand to better international recruitment.

don't say that ... STA is going to open up a transfer line to the Mounties Academy.
