Just a question ... this would apply to any Section ... should games played vs. section opponents in addition to their regular home & home factor into the equation? (I.e. - Holiday tournament games)

Yes, they should be counted like any other. And have been, at least in 7AA. Rapids and Elk River's only regular season meetings for as long as I can remember have come in the Edina Holiday Classic, and that's always counted.
