I didn't drink through college but our house regularly had huge parties. If any police came they would have had no problem arresting 100 people for underage drinking. No idea who they would have stuck with the "serving alcohol to minors" charge, but I suppose it could be any of our house's active members 21 or older.
If someone was at the party and not drinking, could the South Bend police still arrest them?
A bunch of college kids were at a party. Doesn't seem like a big deal to me. It would be great if the drinking age were 18 or 19. Maybe increase the penalties for drinking and driving and lower the drinking age. 21 really doesn't make any sense.
