Gotcha (ok, O'sheay)! I did not read things closely enough. It is all right there complimented by the summary of frederick. The approach makes sense (late learner here) providing for a true regional champ and an opportunity for second team's advancement to state via the back door.

What does the third game on Sunday accomplish other than determining a true/sole regional champion? The two winners of the semi-final games advance to state. Nothing changes with these same two teams squaring off later in the day... they both still qualify. The current regional format works well.......

The top two teams in each pool advance to the two championship games on Sunday when the pools cross over with #1 from one pool playing #2 from the other (and ditto for the other pool winner and #2 team).
