Although I did sense that a significant number of Board members were concerned about the rule and realized that some changes need to be made, there were a few who seemed to favor the current rule. One in particular expressed the view that he had fewer complaints this year than he had in prior years....

While this rule is certainly a good first step, it does not do enough to accommodate the needs of families with open enrollment kids. Rather than having all private and parochial school kids travel 10, 20 or more miles to play hockey in an association they didn’t choose (and may not have wanted them...

If there is not enough time to revisit the issue fully, delaying the effective date for at least one year would seem to make sense under the circumstances. That would at least give associations and parents an opportunity to plan for this change.

HD, one further clarification, in our example, if the blue and green Bears don't have a youth hockey association, practically speaking, the child would have to be an Eagle, right? A vote in favor of "choice" would be a vote against the new participation rule since that is not what it provides for Squirt aged kids and above.
