ilike2score! The rules are posted on the Minnesota High School league site. The new rules that have been put in place are for all the posts thus far about tranfering for sports purposes. These new rules are only 2 years old. If you don't start on the first day of your ninth grade level at the particular school you wish to transfer to the rules then apply. To be eligible after this you must have a current residence in the district and all other siblings must attend school there as well. The siblings part is the "Jab" the high school league put in there to stop all of the transfering for sports. There are certain exclusions when it come to divorces , court orders and such that I won't get into. Again those can be read on the provisions on the high school league site. I didn't have many problems with these rules except the fact that The private schools don't have to adhere to these specific rules. Now anyone can argue that they are private but they do belong and play high school sports under the umbrella of the Minnesota High School League. I did understand the private school's arguement when these rules were being pursued but the decision by the high school league just further made the playing field for sports more uneven. This of course I am saying that Public School kids did transfer to other schools for sports before the new rules which they did. This is why the new rules were established. You will see more and more athletes start transfering to private schools now (especially metro) from public due to the rules. Not that they haven't been already but now there will be a huge list to choose from. Out of the last 9 years in class A hockey there has been 5 private school champions. This will be getting even worse in the future due to the transfer rules.

Not sure what you mean when you say private schools don't have to adhere to these specific rules. They private schools just don't have defined attendance boundaries. They must adhere to all of the rules for trtansfers after ninth grade. Not exactly sure how they apply the change of residence in the case of public to private transfers.

Thanks for the links and sources for the open enrollment Policy. I have saved the link and printed the pages. My personal situation with my kids is unique. I think everyone wants the best balance of opportunities for their children and I am no different. I understand the merits of open enrollment and private schools. Everyone's situation is different and it is nice that options are available. My gut feeling is there still is too many loopholes. The Ironic thing about this topic is my older child who will be a ninth grader next year was the recipient of a not so clever attempt of recruiting for the sport of Danceline. This would only be possible through open enrollment.
