To clarify, I'm only talking of youth hockey. There is usually a dramatic separation of physical abilities by the time HS comes around in all sports. I oppose the rule change. Seems like a no-brainer to me to teach squirts the proper techniques of checking,( age appropriate of course-i.e. rubbing out, angling etc.) in practices to prepare them better for peewees.
