How do they determine section seedings?

How do they determine section seedings?
How do they determine section seedings? For example here are the current records of teams in section 3aa how would they be seeded if the season ended today? Does it go by overall record which is on the top or does it go by section record which is the record on the bottom?

I believe the coaches from the section get together and each seeds every team in the section but their own. In this case if I were a coach and seeding this section I would give Rosemount a 9. Rosemount would get an 8, if you were to seed them #1. And as head coach of another team I may think Cretin is teh best and give them the #1 seed and they would get 8 from me. I would put Rosemount #2 and they would get 7 points. And os on for each team, from each coach.
64 points would be a prefect score - 8 coaches seeding your team first at 8 points. The worst would be an 8. Of course, not everyone has the same opinion so most end up somewhere between 8 and 64.

Actually, most sections do it by fewest points. For example: If I were Rosemount and I were ranking and I did this:
1. Woodbury
2. Cretin
3. Eastview
4. Eagan
5. Hastings
6. Apple Valley
7. Park
8. Henry Sibley.
Now I am Cretin and I vote like this:
1. Woodbury
2. Rosemount
3. Hastings
4. Eagan
5. Eastview
6. Park
7. Apple Valley
8. Henry Sibley

Ours ranks teams 1 - whatever number of teams, excluding your own, the high and the low are then thrown out to keep 1 team from sabotaging the system. So say there are 8 teams, you rank them 1-7, the best possible score would be a 5. The seeds are then made available to the other coaches, hopefully preventing what happend a few years ago when a coach seeded the conference champs last among 8 teams, all of whom were in the same conference.
