A State participant team may add, up to 20 roster spots, some JV players or "a student manager" to the fianl State roster. The adding of players provides experience to the JV kids at the big dance!
The roster has to include 2 goalies! That means 18 skaters are allowed.
Last year, Rochester Mayo, made the trip to St. Paul. All year, one goalie played, their backup goalie was the student manager. The student manager had to be placed on the roster of 20, because of the need for 2 goalies on the roster. That displaced one skater from playing at state, I know, because that skater was my 8th grade daughter...

I hope this clarifies the ruling...
