Playoffs for associations with no "A" team

It seems like there were quite a few associations who did not host a Bantam A team this year who have Bantam B teams in the playoffs. I assume that the same is true on the Peewee level. Someone told me that there used to be a rule against that in Minnesota Hockey, that if you didn't have an A team you couldn't put your B team in the playoffs. Does anyone know the status/history of that rule?

No such rule, now or then.
