D1 Scouting Question

How common is it for freshman to receive letters of interest from D1 colleges after the season? And do they send letters to all freshmen playing varsity or just a select few?

so i read that information on ushl.com and just looking for some clarification..
if a younger player (freshman, sophomore) engages conversation first, the coach can talk about commitments??

I think it has to be on campus as well.
