Read the "The Numbers Game" thread and you will see that they are playing where they should be.

ok i see that there is a small amount of players to draw from but if you are dominating most teams you play and you have 7 high school players, don't you think that it might be plausible to make an A team seeing as how you ended up last year

They didn't know they would have that many HS players until after the cuts and after it had already been decided they would be a B team based upon who they had at the time.
