I think District 2 is easier than some. The initial criteria is feeds a AA high school. If there's a youth association that primarily feeds a AA high school it would be a mistake not to declare for the AA youth level for their top PeeWee and Bantam team. Remember it's only the after season playoffs. Proper tournament selection is always important and may have just become more difficult as proper level of play is the most important during non district games and tourneys. The District schedule is the District schedule.
Any association feeding a AA high school needs to pick-up their recruiting game so they're feeding a sufficient number of AA varsity players to the high school or the high school team will have difficulty playing a AA high school schedule. Most high school teams do play both AA and A teams during their regular season schedule as will these youth teams.

Highland Park's A PeeWee team was at the top of the District 2 standings and their A Bantam team was at the bottom. MNH's article stated they have to declare as a unit(together) in AA or A.
How would this have worked out for them this year?

You meant ER would field two A teams at both Bantams and Peewees, the top teams expect to play in the AA state tournament and the bottom teams would play in the A state tournament.
That would make the current B players and parents very happy!
Will state host the state tournament for b level anymore? Or they are demoted to the A2 or C arrangement?
