What does this, from the USHL transaction page, mean?

Not sure what you mean. I don't see him on either the USHL main transaction page or the Indiana Transaction page:

You missed where it says in black and white

Since I need to be more clear: Why do i see this transaction of Mitch Slattery being added to the Indiana Ice during the middle of the Minnesota high school hockey season?

He is not on their 23 man roster. Perhaps he was added to their affiliate list or it is a mistake as neither league would allow him to be fostered on two teams at the same time.
