eligibility question

Could someone answer this qustion accurately, If a player open enrolls to a private institution as a freshman, what is the penalty to return to his or her public school in the district they reside? I've heard a number of different answers, whats the real story hear, thanks

If there is no residency change, they would have to sit out for 1 year.

Does whether the player has had any varsity time weigh into the ruling? Or, is it one year regardless?
