Coaches from the section get together (in person or conference call etc.) and lobby there team to be placed above other teams and give reasons why. Coaches then place the teams in order from #1 to ? without ranking their own team. These are entered into a spread sheet and the ranking numbers are tallied. Some sections post the results (actual rankings by each team) on the MSHSL website. I don't know if they all do, but I know that 8AA has.
