This year, the high school girls state tournament will be seeded.

I love the seeding idea, but why not seed 1-8 vs 1-4?

The MSHSL mandated not too long ago that any state tournament(no matter what sport) to be seeded would use this format.

How are rankings supposed to be submitted by 8:15AM on Saturday 2/21/09 when state participants from sections 4A, 5A, 1AA, 4AA, and 6AA will be unknown? Championship games for these sections all take place on Saturday 2/21 afternoon or evening...

I noticed on the MSHSL website that it has been changed to 2/22/09 as the date the seeding will take place. This makes much more sense.
