Should Some Cities Be Allowed To Have A Team?

Should some cities be allowed to have a team if they are constantly getting penaltys and games have to be called off because the game might end bad? One team in particular is Elk River, they constantly are getting penalties and losing their fair play points. It's pretty sad to see the coaches who in courage them and allow them to go out there and check a girl from behind. There was a game that I saw where the board from District 10 had to come out because so many parents and teams were complaining about them being cheap. During that game they still were being cheap but the team was lucky cause the refs werent calling anything. So my question to everyone is should they be allowed to have a team if this keeps happening, because I don't know about all you parents and kids out there but I sure wouldn't want to risk getting a injury because of them.
