waiver
I am hoping someone from MN Hockey can help me (really anyone who knows the rules). If someone waivers out of an association, are they allowed to play at the 'A' level their first year? If someone waives out to a new association without moving into that association or attending school in that association, but simply because they wish to play for someone else, I was under the impression that the first year they were not allowed to be on an 'A' level team. I hope someone can help me understand the rules. Thank you!

I suggest reading the actual rule on the MH website. You might learn a lot and you'll definitely get accurate info.
Players waived for non-school attendance reasons are subject to the receiving association's policies in
accordance with MH governing documents (may not be eligible for "A" team, may be assigned to lowest
available team, etc.).

And per the MH rule you've posted part of, if the receiving association has no policy against it, they can play A. MH does not prohibit the association from allowing it if the waiver is not for school attendance. Our association, of which I am a board member, passed a policy to specifically address this situation last season, creating a policy stating accepted waivers are eligible for B or lower unless their waiving association does not have an A team. 2 questions:
1) Can a player in an association that only has A as the highest level available, waiver out to an association with AA. Similar to if your association only has B level you can waiver to an association that has A level? How does that work? Do you have to find a team in our district? What if you don't make the AA, do you have to play in that association at the level you make?
2) If you waiver in due to open enrollment, so a player is entering a new school district because they were open enrolled in HS in 9th grade, can they try out for an A team since that waiver was for school? Or is it up to the association?

1) No. The transfer only works if the assoc. they are leaving does not offer A/AA.
2) This would only apply to Bantam A/14UA. If a 9th grader leaves a program where the high school is 9-12 and enters a program where the high school is 10-12 he/she is eligable to play A in the first year.
