Who are the best Bantam teams in the metro

Is the goal to develop or win? Wayzata did the same thing with their B1 teams. They should have one more A team but opted to have two very competitive B1 teams. Both these B1 teams would beat majority of A teams in the state. What is key? Development or winning?

I did some easy research....Wayzata has a AA, single A and two balanced B1 teams. I don't think they did the same thing as North Metro.
