I don't know where you got your statistics and I'm not sure they're accurate. If a team is losing every game 10-0 they probably are at the wrong level. The question is why don't other small associations do the same thing. It would make for a great B level and it would allow these associations to play close games all year long, instead of losing 10-0 against some of the larger associations.
